Humane Society of Scott County reaches new contract agreement with city
A new contract agreement moves forward between the City of Davenport and the Humane Society of Scott County as the current contract ends June 30.
The latest proposal would be a one-year deal for the Humane Society to provide animal protection and shelter services.
The new deal in part calls for providing the Humane Society a one-time $800,000 payment. The city previously paid the Humane Society $400,000 for animal control, although the shelter asked for $1.3 million.
The new deal also calls for $50,000 to go toward a fundraising consultant for the Humane Society so it can become self-supporting.
Executive Director of the Humane Society of Scott County Erika Gunn calls the agreement a step in the right direction.

“Our mission is very important to us to continue these services we’ve done it for decades, but we also just feel we can commit to this task force and get to the point where we can reach an agreement that works for both of us whether that’s more, the same but we’re going to somehow bridge that gap to make it possible for both of us,” said Gunn.
Gun said the original ask of $1.3 million is typical for a combined shelter and animal control service facility.
Davenport’s Interim City Administrator Mallory Merritt said the previous contract agreements would apply for the second agreement.
“Other terms that remain in this contract are continued use of the vehicle and the provision of fuel. We’ll also continue to provide those radios and any associated maintenance and we’ll agree to conduct training for the humane society’s officers and staff that are involved in these services,” said Merritt.
The deal still has to pass a vote on March 27 at the next city council meeting.
If it passes, the City of Davenport and the Humane Society of Scott County agreed to establish a joint task force to thoroughly evaluate any ordinance, program changes and an enforced licensing program.
